The oil screw exists only on some hydrants. It's basically a screw cap to cover the opening that is used to put special oil into the head mechanism to lubricate the operating nut. If this screw is missing, then dirt, debris and water can infiltrate the operating mechanism and make it difficult to operate the hydrant. If any of your hydrants require an oil screw and it's missing, you should have the hydrant inspected and a new oil screw installed.
